either should work fine. It is more a preference I think

I prefer windows 2000 but you cant get updated drivers for it anymore
Then there is XP too, they were good but the support sucks now on both of them

yes there is and all mining guides point to Ubuntu as the best for mining.

I used a flavor of ubuntu called lubuntu which is a lite version of it. Worked pretty well for me
